ABSTRACT
This being one of the main obligations in the horizontal property regime, without not using a service exempts you from this compliance, in such a way that the community member does not have the capacity to disassociate himself from a service for these purposes. However, it must be taken into account that both the Title and the Community can exempt certain owners from payment, but how are we to interpret these clauses? What is the quorum required for the exemption? What is the scope of the tacit agreement?
